Why cant you take underwear off in dressing rooms?

Im just finding it weird. Im 16 and im going to my friends hot tub party and i needed a new bathing suit since i lost 30 pounds and a sign said you cant remove undergarments in the fitting rooms. Does this mean they spy on you in there?

It is against the law to have cameras in dressing rooms. They ask that you don’t take your underwear off for cleanliness reasons.
They don’t want other peoples genitals touching the clothes, especially if you don’t buy it. Someone could have AIDS, Syphilis, Genital Warts, Scabies, Gonnorea, Herpes,or Jocks Itch. How would you like it if you bought a new swimming suit and someone else had tryed it on previously without keeping their underwear on and it had been put back on the racks and then you went to try on that same swimming suit and later you found out that you now have Scabies or Herpes or Genital Warts?
How disgusting that would be and it has happened before to people and thats why they want everyone to keep their undergarments on so that no one gets any diseases from other peoples genitals.
